Crossroads EIT is a nonprofit organization based on the Eastern Shore of Maryland. We offer developmental screening/testing, school readiness, parenting support, play therapy, and occupational therapy for children, which is made possible through state and local funding, as well as private donors.

Samantha Scott, PhD

Samantha Scott, PhD

Founder & Chief Executive Officer

Dr. Scott received her bachelor's degree in psychology from the University of Massachusetts Amherst and her master’s degree and Ph.D. in clinical psychology from the University of Central Florida.

She completed a health-focused internship through West Virginia University’s School of Medicine, where she honed her assessment and therapeutic skills in a rural healthcare setting. Most recently, she earned a postdoctoral master’s degree in psychopharmacology from Farleigh Dickinson University.

Dr. Scott is a member of the Greater Salisbury Committee, Women’s Leadership Steering Committee, Healthy Minds for Shore, Behind the Line, Inc., International Association of Chiefs of Police, Wicomico County Education Foundation, the American Psychological Association, Maryland Psychological Association, and she is president and founder of The Child and Family Foundation, a nonprofit organization with two projects: 1 Year to Empowerment and Crossroads Early Intervention & Training.

She has received numerous awards for her accomplishments and comes with many years of training and clinical experience. She is passionate about teaching and training, promoting the importance of preventative mental health care, and bringing more mental health services to the area.

Angela Rathkamp, PhD

Dr. Rathkamp is a graduate of the School of Behavioral Health and Psychology at Liberty University in Lynchburg, VA, where she received her Doctorate in Developmental Psychology.

The focus of her research was on children who struggle with emotional outbursts as it relates to their technology usage or the removal of technology. Dr. Rathkamp received her Bachelor of Science from the University of MD in Psychology where her clinical work focused on disruptive behaviors in early childhood, language development and, development disruptions in early childhood. She went on to complete her Master’s in Professional Counseling at Liberty University in Lynchburg, VA, and an Ed.S. in Counselor Education from the University of Mississippi. She continues working with young children and their families, helping them identify developmental disruptions and identify needs early on in the developmental process.

Dr. Rathkamp’s clinical and academic work centers on supporting children and families through developmentally informed, relationship-based approaches, with a particular emphasis on emotional regulation, early childhood intervention, and caregiver–child connection. She is actively involved in training clinicians and developing therapeutic models that integrate neuroscience, attachment, and play-based interventions. She is also co-authoring a research-based book on Technology-Related Emotional Dysregulation (TRED), examining the impact of digital technology on young children’s emotional development, and is actively engaged in ongoing research to develop and validate the TRED Parent Screener for use in clinical and educational settings.

Dr. Tingle has extensive training and experience in the Wicomico County School system where she worked directly with students with severe emotional dysregulation in special education.

Samantha Kenney, LCSW-C, is a licensed clinical social worker who works with children, adolescents, adults, and families. She earned a dual bachelor’s degree in Psychology and Social Work from Salisbury University in 2009, and a Master of Social Work from Salisbury University in 2011, graduating with honors.
